transcode home page forbidden

I am trying to access the transcode home page at:

theorie.physik.uni-goettingen.de/~ostreich/transcode

However, since recently I always get the error message: 403 Forbidden
Forbidden
You don't have permission to access /~ostreich/transcode/ on this server.
Apache-AdvancedExtranetServer/2.0.48 (Mandrake Linux/6.8.100mdk) mod_perl/1.99_11 Perl/v5.8.3 mod_ssl/2.0.48 OpenSSL/0.9.7c PHP/4.3.4 Server at theorie.physik.uni-goettingen.de Port 80

I was searching the Web to see if somebody else reported this problem, but could not find anything. Apparently this works fine for everbody else but me - which indicates that I must be doing some stupid mistake. Any idea what that could be?

I get the same error message. You might try: http://www.transcoding.org/cgi-bin/transcode.

I picked that up from http://www.theorie.physik.uni-goettingen.de/~ostreich/. Apparently, he's changed his site a little. Either the permissions on the transcode folder are not correct, he's accepting only certain IP's (not very likely), or it's supposed to be a directory listing but is misconfigured.
