Transcode as Non-Root user


I am trying to use transcode with dvd::rip as a non-root user.
I cannot read the DVD TOC.
When I try tcprobe -i /dev/hdc, as a root user, everything is fine, but when I try it as a non-root user, I get the following message:

libdvdread: Can't open /dev/hdc for reading.
(iodump.c) unable to open directory "/dev/hdc"

How can I set this so that I can use transcode as a non-root user?

chmod a+r /dev/hdc
