Traffi forcing on a specific interface

Hi everyBody .. I am building my own "ping" program I did almost everything ..but there is this one option i don't know how to do .
I want to force the packets to go through a specific ethernet interface without consulting the rounting table i.e If the Rounting table says that network 192.168.0.0 should be reached through eth0 ., I want to force My packets to go through eth1.

I know this is feasible cause you can do it from the usual ping command :
"ping -I eth1 192.168.3.2"

I read a lot about socket programming and till now didn't find a solution

Thanks alot guys
