Firstly - if the desktop effects are working - then you are using compiz-fusion. Which manager are you switching to? Would it be Emerald or kde-window-decorator? Have you installed compiz-kde?

Apart from this - there are a great many possibilities - try googling for "compiz fusion titlebar fedora" and see if any of those look like yours.

Hi, I an using Kwin and Kwin also have default Desktop Effects like we have in Gnome.

I don't have Emerald installed.

I am trying to switch from Kwin to compiz-fusion

OK - my bad - KWin is the KDE compositing desktop.
You want to use Compiz-Fusion

You need to use a window decorator with Compiz.
Probably the script you use to invoke compiz needs to specify cqwd?

Some video cards need argb visuals enabled in the driver.

This kind of depends on your videocard driver. I know for nvidia you need to run

sudo nvidia-xconfig --add-argb-glx-visuals
