Telnet Connection refused in red hat 9.0

Gurus,

I am unable to telnet to my local host.

telnet to 127.0.0.1 is refused. telnet to disable is "no" in /etc/xinetd.d/telnet. I restarted telnet in /etc/init.d/xinetd

# /sbin/chkconfig --list telnet
telnet on

Telnet was working fine until tried to load a rpm package for TFTP server (which is also not working...)

ANy help is highly appreciated...I am able to telnet to other hosts in the LAN. FTP, HTTP are working fine.

Also stopped ipservices but it des not help either

Thanks,

-Hara

make sure port 23 is not blocked in your iptables.
