Examine the Makefile. There may be a "make deb" target.

You can use checkinstall for the make install step to create a .deb alternatively if there is a debian directory with a rule file in there then use fakeroot debian/rules binary to make the package.

I may be missing something, but.....
tar and gz are suffixes relating to compression and archiving
deb is a suffix for debian package manager
file.tar.gz could have somefiles.deb inside---n'est-ce pas?
Could also have somefiles.rpm---in this case, you could convert with alien.

dh_make. apt-get install dh-make should do it. Also read up on the Debian policy manual.
