The calendar is actually separate - all that Publish does is copy a calendar file to the server that you specify. If the location of the file is available to other systems then they can "subscribe" to it, which means that they periodically look at the file on the server and copy the events to their own calendars.
To sync all of the information in Evolution between systems, check out Conduit. It's not mature yet, so distributions don't promote it, and may not ship the latest versions (or any version at all).
