i am behind a proxy ....a deadly one ....!!!!
why is that ubuntu's synaptic keeps working behind it
and none of the other distros synaptic work such as mepis pclinuxos...???

No idea without being in front of your computer/proxy and taking a look... probably just used HTTP to get all it's data where other distros might use a non-standard port. Who knows?
