Swat and webmin don't recognize anyone anymore


I use swat and webmin for remote admin of my ubuntu 6.06 box. Both require root login for full access, but both also take other logins for limited access. Now, neither of them recognizes any logins, neither root nor user. The names / passwords haven't changed, and I can, for instance, su just fine. Do these programs use some service / daemon that might not be running? How do they verify user / passwd?
