sudo doesn't work

with visudo i added user with the same parametres as for root.

test all all etc.

when ssh to server and log in as test typing
sudo shutdown -h now
asking password. I type password. not accepts.

what is the problem?
My test user is member of wheel.

enabled all rights for wheel member with visudo.
Still doesn't work.

Are you giving it the root passwaord?

You are supposed to enter YOUR password, not root's.
