Assumption: one of them thinks the hardware-clock
is set to UTC, the other thinks it's set to the local
timezone + daylight saving ... :)

Since you ARE on UTC that may lead to a conflict ;)

Cheers, and God bless,

Another assumption:
Could be the hardware clock is an hour ahead, and when you boot, the system is setting the time according to the hardware clock?

You could try this (as root):
assuming it's April 07, 03:47pm...
date 04071547
hwclock -systohc # sets the hardware clock to the system time

All times are GMT -5. The time now is 01:30 PM.
