Storage & Filserver software for internetservers

For all you internetserver guru's out there;

I'm looking for Linux software, that can be ran on a Linux internetserver, and gives an easy method of setting up a fileserver or storageserver.

I would like to be able to split up an HD into several sizes, assign a user to it (or better multiple users where each user has a specific size), and idealy have it respond as some sort of Virtual Drive over the internet.

It needs to be able to run next to other hostingapplications like Cpanel/WHM or simular.

Any suggestions?
