Stop users from doing shutdown in Gnome


I have a wonderful thing happen... I was logged in remote to my server and my wife was on her laptop (NCD)

Before she went to bed she clicked shutdown... it took me a few minutes to figure out why I had no network, no web site and was getting pages the server was down.

How do I disable "Shutdown" and "Restart" from the menu when a user logs out?

I tried blanking the following from the gdm.conf

HaltCommand=
RebootCommand=
SuspendCommand=

even tried

HaltCommand=/scripts/noaccess.sh
RebootCommand=/scripts/noaccess.sh
SuspendCommand=/scripts/noaccess.sh

still users can shutdown my server from that screen.

how do I disable it? I know I could remove the /sbin/halt .. etc but every time there is a Redhat upgrade it copies it back in.

HELP!!
