Squid Proxy Server - Cannot Add ACL

I have Squid 2.5 running on RHAS4 and it is currently working beautifully. I have some simple ACLs that allow only a select few Web sites and denies everything else.

I'm attempting to add some new sites to the list and add new ACLs. I'm not splitting the atom here, but I cannot get the new ACLs to take effect. I've tried to reconfigure the squid client and went as far as rebooting the box - still nothing! There are no hits in the access.log nor the cache.log when trying to access the newly-added sites from a browser.

Any ideas would be a great help - thank you in advance!
