As mentioned in chrism01's response, there is a perl DBD driver for SQL Anywhere at:

In addition, there is a PHP driver available at:

The Linux developer edition of SQL Anywhere (available for free at
http://www.sybase.com/detail?id=1016644) includes the above drivers as well as a Linux ODBC driver, a native driver (embedded SQL), and a JDBC driver.
