Software to download "deb" files and dependecies, for Windows, is there?

Hello people,

At home I use my modem to access the internet but It is difficult to navigate in the web. But at work the internet access is good but they only use Windows.
So, my question is: is there any software (for windows) that could download a "deb" file and all of its dependencies, like the command "apt-get install ..."?
At home, I'm using the Kurumin Linux, our Brasilian version of Knoppix.
