socks5

I would like to use licq. Since I am connecting to the Internet over a proxy server, the basic licq doesn't work. The readme file of licq told me that i could use ./configure --enable-socks5 to enable socks support.
But when I tipe "make", it tells me that it could not find socks.h. I wanted to install a socks5 rpm, but I looked through the files, and there is no socks.h. How can I get this to work?
Thank you all
