SKYPE type thingy

I just started looking into VoIP. As far as I understood, I can use my webcam to make a video-phone-call to someone else with a webcam.
a) Did I get that right?
b) What would you use for that on linux (open-source, cross-platform preffered)?

Ekiga can do both audio and video. This project used to be called gnomemeeting, but was renamed fairly recently.

I don't think the Linux version of Skype does video.
