Go to the downloads section at skype.com and choose the version for Ubuntu 7.04+. Save it to somewhere in your home directory and to install it do
Code:

sudo dpkg -i skype-debian_2.0.0.63-1_i386.deb
If dpkg complains about any missing dependencies, install them using apt-get or aptitude.

Synaptic - Settings - Repositories
check "multiverse"
close
click "reload"
and search again. It should be there.

If you do it this way you will be notified by the update manager once there is a new version available.
