How are you running wineinstall?
As far as I know, the correct way to run wineinstall is from the main source directory of wine (*not* the tools directory), and to run it like so:
./tools/wineinstall
I took a quick look at the wineinstall script for you ... here are the lines that are triggering your error:

Are you in the directory with the configure script when you're running ./tools/wineinstall? Maybe you downloaded an incomplete tarball or something and your configure script is missing.

I did what is said above, and the installer ran. When it complied however, about a thousand of these errors appeared:

About a thousand of these, with the only difference where is said "GetProcAddress" appeared, and the install failed. Another example is below:

dsurface/user.o(.text+0x985):/home/wayeryan/wine-20030219/dlls/ddraw/dsurface/user.c:526: undefined reference to `LeaveCriticalSection'
so you ran it from /home/wayeryan/wine-20030219 ...
It seems it has not compiled some obj... check with df wether you're running out of disk space (or quota, if enabled).
