setting up ventrilo server

I am trying to set up a ventrilo server. I extracted all the files and looked at the ini file to make sure everything was set right. I left [INTF] blank. When i try to start the server it gives me
ERROR: ServerCreateStream(): bind failed for interface '0.0.0.0'

Anyone set up ventrilo servers or ran into this problem before. I havent opened that port up in iptables but i dont know if that has anything to do with the server actually running.
