In a terminal, if you type:
man keyboard, you'll get the man (manual) page for keyboard. There is an "option" called "layoutname", which shows you how to set the language configuration for the keyboard. The file that specifies this setting is /etc/X11/xorg.conf, below is a section of my xorg.conf file specifying to use Englis US keymap.
