Sendmail rejecting IPs


looking in the logs I have alot of these lines:

Aug 21 09:42:09 testmail sendmail[4629]: h7LEg7iq004629: from=<info@ucpc.com>, size=98597, class=0, nrcpts=1, msgid=<200308211442.h7LEg7iq004629@testmail.mydomain.com>, proto=ESMTP, relay=[65.114.109.226]

in my access file I have:

[65.114.109.226] REJECT

but yet, it's still forwarding the message on

is there a way to stop this or is the access file not the answer to this?
