Sendmail rejecting IPs

looking in the logs I have alot of these lines:

Aug 21 09:42:09 testmail sendmail[4629]: h7LEg7iq004629: from=<>, size=98597, class=0, nrcpts=1, msgid=<>, proto=ESMTP, relay=[]

in my access file I have:


but yet, it's still forwarding the message on

is there a way to stop this or is the access file not the answer to this?
