By default sendmail in RH7.3 is bound to 127.0.0.1
Try changing this line in /etc/sendmail.conf file to
O DaemonPortOptions=Port=smtp,Addr=127.0.0.1, Name=MTA
Something like,
O DaemonPortOptions=Port=smtp,Addr=Ypur_Real_ip, Name=MTA

If you've got errors why don't you post 'em, also look in the logs for your POP3 daemon and/or (/usr/adm|/var/log)/messages.

*On DeadRat you don't use M4 if you're using Linuxconf, then you've gotta use "mailconf --generate-conf" or something like that because else it'll nag on forever about rebuilding /etc/sendmail.cf because the md5sum for it is in /etc/linuxconf.conf
