SCIM with only the C locale

Hi, I'm trying to get SCIM working on an embedded system that doesn't have any of the UTF-8 locale the you are supposed to need. I was wondering if anyone knew a way around this. I don't actually need to be able to do anything with SCIM. I just need people to be able to input foreign characters and have it spit them back out again.

If not, does anyone know of any good SCIM resources? I've found practically nothing on SCIM so far.

Also, anyone know of any other good programs for allowing the input of other languages?

Thanks
