Samaba can't share anything outside of /home

For some reason I can't share any directories that are not locate inside of /home. I have even create new directories in home and have no problem sharing them, but if I do the exact same thing and create a directory in side of / for some reason I cannot open an browse the directory on my windows machine.

Here is my smb.conf
Code:
[global]
	workgroup = WORKGROUP
        netbios name = SMBSERVER
	security = user
        map to guest = Bad User

	printing = cups
	printcap name = cups
	load printers = yes
	cups options = raw

[testdir]
   path = /home/testdir
   browseable = yes
   read only = no
   writable = yes
   guest ok = yes
   public = yes

[testdir2]
   path = /testdir2
   browseable = yes
   read only = no
   writable = yes
   guest ok = yes
   public = yes
MY directory permissions are the same for both.
drwxrwxrwx. 2 root root 4096 Nov 4 15:56 testdir
drwxrwxrwx. 2 root root 4096 Nov 4 15:59 testdir2

What is so special about the /home directory? How do I share directories outside of /home?

Also although I can browse /home/testdir on my windows machine I cannot see any of the files inside of it nor can I create any files. The permissions on /home/testdir seem fine, why do I not have permission to it on my windows machine?

Sharing / is a bad idea, I wouldn't be surprised if it is blocked.

I'm not trying to share the root directory, just a sub-directory of /, i.e. /mydir, /share, /work, etc.

It seems to me if you're using selinux there is some selinux setting to allow samba shares from arbitrary directories.
