RPM incorrectly dealing with "use 5.00800" in perl?

I have a perl script that uses this construct and when I try to install it on a system with perl V5.8.8 and rpm V4.4.2.3 it installs/runs just fine. If I try the same on a system with the same version of perl and rpm V4.4.2 it tells me my perl version isn't new enough.

I was just wondering if anyone knows if this is a known RPM bug? The workaround is to just install with --nodeps, but I'd rather have something that just works.
