request parameters contain both ‘>’ and ‘<’


Hi can anyone guide me howdo i go about the following requirement?

We need to create a perlInputFilterHandler that will block a request if any of the request parameters contain both ‘>’ and ‘<’ – and install it in apache. It should send back a (possibly custom) error page when we block a request, and let it pass through otherwise.
