relay / transcode into aac ?

I have a shoutcast stream that I want to mirror to a relay server, but I want the output from the relay to be in aac / aac+. What is the best Linux tool to do this?

PS this is for a no desktop linux install. I have no X access.
(Ive gotten suggestions for gui products so far)

xvidenc is a cli program that transcodes dvd's to xvids. one of its output options is for audio is aac.

i think it is mostly a frontend for mencoder, so maybe you can browse its source to see what mencoder command line it uses.
