Angry red hat 8.0 kernel upgrade

I compiled the linux 2.4.20 kernel and copied it into the /boot directory and changed the grub file and took all the other neccessary steps.The problem is that when i reboot the system the new kernel doesn't load.It gives the following error:
VFS: cannot open root device "LABEL=/" or 00:00
Please append a correct "root=" boot option.

Do "all the necessary steps" include creating a RAM-disk image for your kernel?

Btw, Red Hat released a 2.4.20 kernel for RHL 8.0 on May 14th.
