I have 1.5 GB free in root directory and 40GB in home directory. Has it been happened in my case alone or for everyone it happens the same.

During the install process, the system prompts you for this allocation. The default is to keep the very minimum required in / (since it is only supposed to be used for a few tiny things) and the majority wherever you wish to install applications and maintain data.
Typically this will be carved up into /usr, /var, /opt, /home, /tmp, etc depending on the standards for the site for that type of system.
There are lots of permutations and thoughts behind this, few of which apply in a hobby/toy system.
