I recommend renaming the user's wine setup folder: "
mv ~/.wine ~/OLD.wine" so you can still access the old configuration (and programs and things that have been installed on the now unaccessible drive C: ). I do that generally for broken/bad configurations. Wine will create a new one.

Yes, the wine windows drive management is not stored globally, but individually for each user, somewhere in the folder ~/.wine .
