Rebuilding RPMs
 
I know that compiling from source optimizes the program for your computer. Is there a way to compile existing installed RPMs (as if they were SRPMs) and have them installed seamlessly into the OS.

I guess no - because rpm are simply pre-compiled binaries. You need to get source rpms, and recompiled from those.
