Question about changing command line options to configure to makefile

I have the following commands that I'm feeding into configure and am able to build:

CFLAGS="-mno-thumb-interwork" LDFLAGS="-L /opt/FriendlyARM/toolschain/4.5.1/lib/" ./configure --host=arm-none-linux-gnueabi --enable-static --enable-sdl --disable-kraw --prefix=/opt/sekkarin/built/

This works great. My binary builds fine. My problem is that I'm trying to build from a different version of the source lacks configure but has a makefile. I don't have much experience doing this. Any help would be appreciated.

I tried copying the configure script but it needs Makefile.in. I copied that and I get:

config.status: error: cannot find input file: advance/lib/config.hin

if I try to run make then I get:

Compiling src/osd/sdl/sdlsync.c...
src/osd/sdl/sdlsync.c:17:21: fatal error: SDL/SDL.h: No such file or directory
compilation terminated.
make: *** [obj/sdl/mame/osd/sdl/sdlsync.o] Error 1
