Does it possible to have QT themes with no KDE. How could I do this thing? For example? I have licq with qt-frontend, so what I have to to, if I want to have a different look of licq?

For licq there are lots of skins available (have a look at their homepage) and follow the instructions.
For QT itself you can at least choose between windows, motif, platinum look and feel.
