Try upgrading qt and it's development package at the same time, eg
#rpm -Uvh qt-version.rpm, qt-devel-version.rpm, redhat-artwork-version.rpm
You do need a newer version of Redhat artwork, maybe go to fedoralegacy.org and see if they have an updated version for Redhat 9. Another site that maybe helpful to you is the KDE for Redhat website. You may also need to consider upgrading to Fedora Core coz Redhat 9 is no longer a supported product so there will be no upgrades to it from Redhat although the fedora Legacy site provides some updated packages.
