Programmatically respond to mouse clicks


I'm never sure what questions need disclaimers so I'll lean to the side of caution.

DISCLAIMER:
Any answers I receive will be used only on systems for which I have permission for the associated task.

Story:
I made a joke about adding a program to my dad's computer so that every time he clicks it plays "Ooh yeah click me like that" This quickly turned into permission to do so with one of my sibling very excited about it.

Question:
Language independent are there any hooks I can use to respond to mouse clicks even if I don't have the foreground?

Details:
Debian, the one right before steam support (Sorry I'm not more specific but the room the tower is in is occupied ATM)
Full root privileges, willing to learn what I need in pretty much any languages to do this as long as it can be done out of kernel space.

Research:
3-4 google searches and all I can find is sources such as http://stackoverflow.com/questions/3...icks-on-python
Which while nice and bookmarked(now) not quite what I need

Darn, looking at that the only resources I can make sense of are the game libraries which unfortunately aren't what I need. Good to know about for future reference though.
What I need is some sort of event pass that tells listening programs hey the mouse was clicked you got anything? My biggest worry is that this could only be done by hand modifying the kernel because I can see a lot of security holes in it.
