proftpd with mysql auth


I have proftpd currently setup to do access through mysql authentication and it works for most users with a uid over 1000 because of 'SQLMinUserUID 1000' in my proftpd.conf... i don't want to change this unless i have to, mainly thinking it may cause a security risk.
example: with user apache and uid 81 i don't have write access. but interestingly i can login and view files.
so, what i'm looking for is either a way to change apache uid or fool proftpd into letting me write; both without causing a security risk.

also looking for a new irc help channel to help and converse with others
suggestions would be appreciated...
