Processes like gnome-panel that come back up

For a couple of reasons, (full screen wine gaming actually) I need to kill the 'gnome-panel' process, so the game will run well in my x session. regardless, by running

killall gnome-panel.

It shutodnws well, but then automatically comes back up. How do I stop it from doing that, what controls it? Gnome? Or is there some command to control the process so it doenst dothat behavior?
