Problems with vsftpd


Hi all,
I'm trying to chroot my users so that they are locked in their home directory.
Heres what i have in my vsftpd.conf file:

chroot_list_enable=YES
chroot_list_file=/etc/vsftpd.chroot_list

should this not lock all users not listed in chroot_list into their home directories?? well it doesnt for some reason, so i tried explicitly doing it, leaving out the chroot_list_enable=YES and listing the users in chroot_list. this didnt work either. all users can still with no trouble change to any directory they want (except other user's home dirs, of course).
I have stopped and restarted xinetd many times even though I know this wont do anything.

Any thoughts?
