Angry problems with /~user/ and htaccess

htaccess was working until i decided to enabled the /home/*/public_html. Now the directories that are protected with a .htaccess file doesnt work, for some reason apache is not reading then..... anyone knows why ?

Make sure that the Directory directives that encompas the related directories have the correct AllowOverride values depending on what you want ot use htaccess for.
