Problems installing Glib2

I am trying to install GLib-2.0 on a RedHat 9 machine. I am able to install it, but when I attempt to install another program which uses GLib-2.0 it gives me this error message:
checking for glib-2.0 >= 2.0.0... Package glib-2.0 was not found in the pkg-config search path.
Perhaps you should add the directory containing `glib-2.0.pc' to the PKG_CONFIG_PATH environment variable
No package 'glib-2.0' found

configure: error: Library requirements (glib-2.0 >= 2.0.0) not met; consider adjusting the PKG_CONFIG_PATH environment variable if your libraries are in a nonstandard prefix so pkg-config can find them.

I am still to new to understand what they are taking about. Where should I run the ./configure, install, etc from? Does that make a difference. And how can I set the PKG_CONFIG_PATH? Help Please.
