Problem with package installer nad update manager


I am having a problem with installing any new package or upgrading with the update manager. When I try to install a package or upgrade my Ubuntu 7.04 to the latest 7.10. I am notified that only one package manager can run at a time and that I must manually run the program within the terminal to reconfigure the commands "dpkg". I am quite new to linux and have no idea on what I'm supposed to do in such a situation. There is no visible package installer running so I don't know which on e is causing this error. I am notified that it can be the Synaptics, Aptitude, or etc. that I must close in order to install yet I don't see them running. Can someone assist me in resolving this problem? It would be greatly appreciated. Thanks!

Can you post the commands you typed in and the exact real error messages you got, rather than a rewording of them ?

It ask for a manual installation using the commands "dpkg --configure -a" When I enter the commands into the terminal I am requested an IP address. The problem is that I cannot install any software with the Gdebi Package Installer, Synaptics Manager, Aptitude, or update with the update manager. The same notice appears that only one package manager can run at a time and ask for tha above commands to be entered into the terminal.

Sorry I cannot help you on this problem as I don't use Ubuntu.
I only used SUSE, a rpm based distro and now Arch Linux, a binary pkg.tar.gz based distro.
Try a Ubuntu forum.
