Which OS are you using ? ? Like "Ubuntu 11.04 Natty , 32bits" ?

Installing pgplot in Ubuntu : sudo apt-get install pgplot5
.. Or use "Ubuntu Software center" for package install.
http://packages.ubuntu.com/natty/pgplot5

https://help.ubuntu.com/community/InstallingSoftware

..
