Question print quota problem with cups


hi all
I am using RHEL 4 with cups version 1.1.2. I am setting up quota for all users. We have more than 1000 users. I am directly editing
/etc/printers.conf file to set quota.

I am giving following parameters in my printers.conf file

AllowUser ALL
QuotaPeriod 4320000
PageLimit 2
KLimit 1024

I have also restarted cups service
Now I took two prints which was printed properly.
But now any other user can not print giving message "client error not possible" whatv is this?

Is any setting required on client to enforce quota?
For printing from client side Im just editing client.conf and setting server ip there

Or will this problem be solved if i use cups 1.3.9 which is the latest version of cups?

Please help me
