Postfix: blocking OUTBOUND email to certain TLDs

I'm new to postfix. Trying to block OUTBOUND mail to certain TLDs. I have this in /etc/postfix/main.cf:

Code:
smtpd_sender_restrictions = hash:/etc/postfix/access
reject_unauth_destination = hash:/etc/postfix/access
this in /etc/postfix/access:

Code:
.cn REJECT
.ua REJECT
.cz REJECT
I then rebuilt the database with: postmap /etc/postfix/access

and restarted postfix.

But I tried sending to one of the bad TLDs and it did deliver the message.

Any help is appreciated!
