PKI Enabled FTP Client

I am looking for a PKI Enabled FTP Client software that could run on RHEL AS 2.1 and could support the following command :-

set authentication tls verify-file <filename>
set authentication tls rsa-cert-file <filename>
set authentication tls rsa-key-file <filename>
set file names literal
set ftp filenames literal
ftp open <ip address> /user:<userid> /passive

Anyone could kindly advise.
