I looked for a gallery program for a long time and finally decided on "4images". It's great. (php & mysql required). Very configurable, batch image uploading, automatic image resizing, automatic thumbnails creation if you want, user modifyable templates and colors, options for multiple users. Other people have created a lot of templates and there's a forum. A lot of the documentation is in German, but English is avail also. Their website is www.4homepages.de.
