Picasa for Ubuntu 11.04
Picasa is not available in Synaptic package manager,
the *.deb I have does not fit ubuntu 11.04,
any suggestion I can get similar software as Picasa for Ubuntu 11.04 ?

Furthermore, is there Linux software that has Picasa's dissolving-slideshow feature, where it dissolves from one image to another, rather than just cutting to the next one?

Why do you say this?
As a test, I did this:

wget http://dl.google.com/linux/deb/pool/non-free/p/picasa/picasa_3.0-current_i386.deb
sudo dpkg -i picasa_3.0-current_i386.deb
It works fine for me on 11.10 (oneiric) which makes me think that it would work on 11.04.
Are you using amd64 without any 32-bit libs?
