PHP Message Board

I have noticed that this forum looks remarkably like this one. Is there a program that lets you setup these forums? I've seen a few free ones but I like the look of this forum and straightdope's the most.

Is this free software?

As it states at the bottom of each page, this forum is based off of vBulletin. They have two versions I know of, a free stripped down version and one that costs money.
Though I believe jeremy paid for this when he created this site, it has been highly hacked to LQ's needs, etc.

Yeah, it seems VBulletin and PHPBB are the two most popular, at least in all the forums I frequent.
